Microsoft
released the Windows 8.1 OS as an OS update for the Windows 8 OS, similar to
the Windows Service Pack installation files. At the same time, they released it
also as a standalone OS in the market. In other words, Windows 8 users should
not treat the Windows 8.1 upgrade as a simple OS update.
They are
two different operating systems, and you will have to update the Windows 8
drivers, make sure that the hardware is compatible, etc like you do when you
upgrade to a new operating system.
About the issues with the Windows 8.1

Many Windows
8 users have made the assumption that Windows 8.1 is only a Service Pack update
for Windows 8. They installed the Windows 8.1 update without taking the
